Midland County's tax docket has grown more than any of the others we track. Filings averaged 437 a year across the fifteen fiscal years, with 587 in FY2023 and 659 in FY2024. Pending cases climbed nearly every year from 288 (end of FY2014) to 1,449 (end of FY2024). FY2025 brought the first sizable drop: 399 filings against 442 dispositions, leaving 1,114 open. Of those dispositions, 281 were judgments after a bench trial and 158 were non-suited or dismissed by the plaintiff.
Martin County is small but rising: 23 filings in FY2024 and 32 in FY2025, the most in the series, with 72 cases pending. Ector County shows a break in the record. Its district courts reported 209 tax filings in FY2019, 94 in FY2020, and single or low double digits from FY2021 on. The OCA report does not say why. Before drawing conclusions about Odessa, check whether Ector tax suits are now being heard in a different court; we have not filled or adjusted those years.

Method
Source: Texas Office of Court Administration, Court Activity Database, “District Court Activity Detail.” We generated the report for Midland, Ector and Martin counties for each fiscal year FY2011–FY2025 (September 1 to August 31) and exported each to Excel on October 12, 2026: 45 reports in all. Every tax figure is read from the “Tax” column of the civil section (opening and closing active cases, New Cases Filed, Total Cases Disposed, After Non-Jury Trial, Non-Suited or Dismissed by Plaintiff). All civil filings is the Total column on the New Cases Filed row; the percentage is calculated by us.
Caveats
- Only district courts are covered.
- One case can include several parcels, mineral interests or owners.
- Opening pending counts can differ from the prior year's close where OCA recorded corrections.
- Ector County FY2020 onward: see the note above.
- Figures are as reported on the export date and may later be amended.
